The Commission recognizes the reality that many highly competent HEI Faculty and Staff apply and gain admission to top-ranking HEIs abroad, but remain constrained by lack of resources for tuition, lodging and other expenses. Support shall thus be made available to these prospective scholars through partial and tiered funding support, awarded on the basis of merit.

Opportunities for graduate studies abroad are made available in view of faculty development through:

Partial Support for Master’s, Doctoral,
and Ph.D. Sandwich Programs

Successful applicants shall be reimbursed the costs of required exams such as the Graduate Record Examinations (GRE), the Test of English as a Foreign Language (TOEFL), and/or the International English Language Testing System (IELTS) Faculty/staff who have already been accepted to a program in a university abroad but are hindered from pursuing their studies due to insufficient funds may apply for additional funding. Up to Php 1,000,000 may be requested for a doctorate degree.

For the Ph.D. Sandwich Program, scholars with complete coursework in a local institution may conduct dissertation research for a year in a host institution abroad. Up to Php 1,500,000 may be requested.

Eligibility
Requirements
  • Be a Filipino citizen
  • Not be more than 42 years old for applicants to master’s degree programs, not more than 40 years old for applicants to doctoral degree programs.
  • Hold at least a bachelor’s degree for applicants to master’s degree program or a master’s degree for applicants to doctoral degree program
  • Demonstrate strong academic record
  • Be in good health and of good moral character
  • Have no pending criminal charges, and must not have been convicted for violation of any Philippine Law
  • Has been accepted to the prospective HEI abroad
  • Be required by his/her SHEI to render return service through a notarized written undertaking.

Process of Application

  1. Prospective scholars must first qualify for the relevant program and/or scholarship for which they are seeking additional funding from the Commission
  2. Submit accomplished application form
  3. Submit accomplished requirements (please see checklist of requirements)
  4. Submit the documentary requirements to the CHED K to 12 Transition Program Management Unit (PMU) by courier and as well as through email to ched.foreignstudies@gmail.com

Frequently Asked Questions

 

Will scholars be allowed to take any graduate program in any HEI abroad?

No. The Commission will only award scholarships to those who will pursue degrees in priority fields identified by the Commission. Please refer to Appendix 2 of CHED Memorandum Order No. 22, series of 2016 for details.

Does a prospective scholar need to be admitted to a graduate program abroad before s/he can apply for the scholarship?

Yes. Prospective scholars will be asked to submit a certificate of acceptance to a specific program in a university abroad as part of the application requirements.

I’m over the age limit. Will I still be considered?

Prospective scholars over the age limit may still apply as long as they provide strong justification to support their application.

When is the deadline of applications?

Applications are accepted on a monthly basis.

Can I still apply for the grant if I am already abroad and in the middle of my studies?

Yes, prospective scholars who have commenced their studies abroad may still submit applications and must have their documentary requirements consularized.

Can I take multiple tests under the start-up grant?

Please note that applicants should have a prospective HEI before applying for the grant. In that manner, we can determine or validate the test(s) to be undertaken. If the HEI requires multiple tests, we can accept a request to fund the examinations.
